Outfall Restoration Assessments - US-301 Corridor in Prince George’s County - Field Investigation Support Services
RAM Consulting provided assistance with the field inspections for approximately 80 outfalls, within the US 301 corridor, including the ranking of feasible sites.

Design of Traffic Control Devices
Resurfacing of MD 193 from MD 212 to Paint Branch River Bridge - RAM was responsible for the inventory of existing signs, development of the signing model file, design of proposed signs, detailing of plan sheets, and development of the SN-11 sheets.
Signal Modification - RAM Corporation developed signal design plans for the upgrade of the subject intersections in accordance with current Maryland and Federal standards pertaining to the safety and mobility of pedestrians.
Signing, Marking, and Lighting Plan Development - All design work was performed by RAM Consulting Corporation.

1... Prepare BMP Work Orders
In order to deliver on this task, we will:
- Coordinate with the WBCM/Dewberry Team and/or SHA to obtain as-built drawings and related reference materials, such as past inspection reports, for the assigned BMPs
- Review the previous BMP inspection notes and compile a list of issues that still may be relevant and in need of repair
- Review BMP locations on map and coordinate field trip
- Conduct fieldwork by taking pictures and notes for each BMP to identify the repair work each needs
- Develop draft of work order report for each BMP containing a description of repair work needed along with pictures and markups on scanned copies of plan drawings
- Prepare an engineer’s estimate and a typical section in CAD, if needed, for repair work
- PM review of package prior to submittal to WBCM/Dewberry
2... Prepare MOT Plans for SWM Facilities for PG108
The activities we have budgeted under this task consist of:
- Coordinate with the WBCM/Dewberry Team and/or SHA to obtain design files and related reference materials needed for our work
- Develop and review MOT concept for each of four sites with District Traffic Office
- Create pre-final MOT plans and submit for review
- Develop pre-final specifications and estimate and submit for review
- Incorporate feedback and submit final for incorporation into design package
3... US-50 & MD-202 Borings
Drill 4” dia holes in median on Rte 50, Anne Arundel County, MD. Subcontract with Dewberry, Baltimore, MD. Hand auger holes at specified locations, to a depth of 6 ft. and then measure depths of water: (a) after the hole was dug and (b) 24 hours later.
4... Outfall Assessment and Prioritization along MD 3 (Anne Arundel County)
Assess the condition of 15 SHA-owned outfalls in Anne Arundel County along MD 3 according to current SHA protocols and the Assessment Guidelines for Outfall Channels. The outfalls will be assessed and ranked to identify potential projects for outfall stabilization and to determine the level of stability of the outfalls. This is the first step in a process to provide final stabilization for all outfalls within the study area.

5... Bore Holes and Measure Water Depth Along I-70
using a power auger to bore 70 – 80 holes to determine water depth in highway median along I-70, west to east, to support the BMP design efforts in that area. This work is expected to be performed in a single phase.
RAM will work closely with your team in completing this assignment.
The activities we have budgeted under this task consist of:
- Coordinate with Dewberry Team to identify bore hole locations on map
- Markup bore hole locations in the field and coordinate tickets with Miss Utility
- Rent auger and bore holes and measure water depth for holes dug the previous day
- Measure water depth for last day borings, compile, check and submit measurement results

Cataloging and Data QA for Drainage and SWM Assets
We provided data management and support services for drainage and stormwater management assets. The scope of our effort included the performance of quality assurance of existing drainage and storm water management data to support ongoing field data collection efforts statewide. We identified and catalogged such data from available information at SHA and/or County offices.
Our engineering staff confirmed existing storm water management (SWM) assets; acquired historical as-built information; and provided quality control activities for existing SWM assets. This work included the research of existing SWM assets and the compilation of information that may be found in existing documentation.
Activities undertaken to support the task included:
- Review details of scope, county-wise priority, and any special needs;
- Compilation of list of SWM assets in designated counties using the SHA eGIS program;
- Acquisition of historical data and the performance of QA activities;
- Development and submittal of spreadsheets containing results of the data quality assurance effort.

I-95 Welcome Center Truck Parking
The overall task involves the design of an expansion to the existing truck parking area at the Welcome Center located on I-95 just North of MD 216. As BAI’s MBE subconsultant, RAM Consulting Corporation (RAM) will be responsible for various plans to be combined into the PI (30%) plan submittal. The activity list in this fee proposal is organized by task:
Task 09 – Pavement Marking Plans
- RAM will prepare a pavement marking plan showing the location of truck parking and turning movements throughout the proposed area.
Task 10 – Maintenance of Traffic Plans
- RAM will prepare maintenance of traffic control plans (TCP) showing any lane and/or shoulder closures and the associated signing, pavement marking, or other devices that will be needed to control vehicular traffic during construction. The TCP’s will utilize Maryland SHA’s standard details for lane and shoulder construction. TCP’s will be prepared in accordance with MD MUTCD criteria. Temporary signing (type and size), barriers, channelizing devices, pavement markings, and shoulder/lane closures, flagperson, etc., will be depicted on the plans for each phase.
Task 11 – Construction Cost Estimate
- RAM will develop construction cost estimate for the Preliminary Investigation (30%) Review. Contingency factors will be provided as appropriate for the PI submittal.
