Update SWAMP Geo-Database to link Access Permit asset documents
Task 05 Item 6: – Update SWAMP geodatabase to link Access Permit asset documents Contract BCS 2011-09K, Highway Engineering Services, Statewide
- The overall task involves the scanning, field verification, document development, and updates to HHD’s SWAMP geodatabase to add approved Access Permit storm water and drainage assets that lie in the SHA right-of-way. As WTBCO’s MBE sub-consultant, RAM Consulting Corporation (RAM) will be responsible
for enhancing its SWAMP geodatabase update procedures that append new asset records and link documents to them.
Task 05 (Scope Items 4-7): Review Plans, Field Verify and Add Assets
- The overall task involves scanning and cataloging of storm water management plans; collation and storage of plans in ProjectWise; plan review and mining of data for relevant assets; field verification of asset presence and location; version-controlled update of assets to geodatabase; linking of plans and documents to relevant assets; coordination and revisions to data per feedback. As a member of WTBCO’s team, RAM will be responsible for all aspects of the sites (37 assumed) assigned to it.

Task 9: SWM Asset and Drainage ID and Cataloging Support
The scope of our effort includes:
1. Performance of quality assurance of existing drainage and storm water management data from existing permit documents and as-built plans to support ongoing field verification efforts statewide. Our engineering staff will confirm existing storm water management (SWM) assets; acquire historical as-built information; and provide quality control activities for existing SWM assets. This work may include the research of existing SWM assets and the compilation of information that may be found in existing documentation.
2. Storage in a shared central repository of reference documents about existing and proposed SWM inventory that could be needed later for planning, design, and/or maintenance purposes. The key to automating the process of making this data available to engineers for future use hinges upon a standardized naming convention for folders used to store these files. Concerted effort must be put in to clean up the variations in convention that have accumulated over the last ten years.
3. Linking of centrally stored reference documents with assets in SHA’s SWM asset management program (SWAMP) so that eGIS users can locate and pull them up when needed. Our engineering staff will be supplemented by programming staff. Our work will also consist of automating the production of spreadsheets that will allow SHA to link the files to assets in eGIS by using the system’s Append tool. The deliverables of this effort

Pavement Engineering Technician Onsite at OMT
Under the proposed task RAM will provide a pavement engineering technician who will work onsite at the State Highway Administration, Office of Materials and Technology, 7450 Traffic Drive, Hanover, Maryland 21076.

Develop Short-Term Freeway Improvement Concepts along US 301
As a member of the URS team, RAM will be responsible for approximately 20% of the work, both design and cost estimates, for the short-term freeway improvement concepts at street intersections along US 301 (Crain Highway) in Prince George’s and Charles Counties, Maryland. Short-term improvements are intended to provide additional capacity and immediate congestion relief. This will be done by:
1... Adding or extending turn lanes; Extending merge lanes; Adding through lanes; or
2... Eliminating side-street through movements to avoid split signal phasing.
The planning level improvement concepts and cost estimates will allow the SHA to rank the improvements based on a cost/benefit analysis of each one.
It is our understanding that the first set of US 301 concepts along with associated cost estimates are to be completed by April 1, 2015.

Task 01: Preparation of Work Orders for 35 BMPs
Project Description:
In accordance with the NPDES permit, SHA inspects and maintains its SWM facilities statewide. In support of this task, RAM Consulting Corporation (RAM) will inspect and prepare maintenance work orders for 35 BMP facilities.
Scope of Services:
RAM will work with the Dewberry team in completing this assignment. Under this task, RAM will be responsible for delivering Work Orders for the assigned facilities. The activities to be performed for this task are:
1... Office Planning – RAM will obtain and review as-built drawings and related reference material provided by Dewberry and/or SHA
2... Field investigation – a two-person team will review locations on a map, coordinate and conduct site visits to each BMP facility for assessment.
3... Facility Assessment and Recommendations – the assessment team will perform office evaluation of each site to determine the best, most cost-effective method for restoring the BMPs to their original design function.
4... Prepare Work Orders – develop work order report for each BMP containing a description of repair work needed along with photographs, a cost estimate, markups on scanned copies of plan drawings, and typical sections in CAD if needed.
5... QA/QC – Review and revise as needed.
